SSAE 16 Type I Reports: Historical Background

Historical article. Reviewed and corrected October 30, 2026; the original publication date is retained. SSAE 16 has been superseded. For present engagements, use the applicable current SOC 1 standards and guidance.

Under SSAE 16, a Type I report addressed the service organization’s system description and the suitability of the design of controls at a specified date. The report was intended to help users understand the controls relevant to their financial reporting, rather than provide assurance about every aspect of the service organization.

The distinction remains useful when reading current SOC 1 reports: Type 1 concerns a specified date; Type 2 also addresses operating effectiveness over a specified period. See the AICPA SOC 1 resources.

The Main Report Components

Management prepares a description of the system and a written assertion. The description explains the services and relevant control objectives and controls. The assertion sets out management’s responsibility for the matters being examined.

The independent service auditor reports on those matters. A customer should read the opinion and scope together, rather than treating the report’s existence as a general endorsement of the provider.

Design Is Different From Operation Over Time

A well-written approval procedure can describe a sensible control. Evidence that it was implemented at a specified date answers a different question from evidence that approvals operated throughout a six-month period.

The auditor determines the procedures needed for the particular control and engagement. Earlier wording in this article described a sample of one for every control; that should not be treated as a universal examination rule.

Reading This History Today

Type 1 reports should not be dismissed as having little value, nor assumed to satisfy every customer request. Ask which date or period, services, and assurance the customer needs.

SSAE 18 recodified and superseded earlier attestation standards, including SSAE 16. The AICPA SSAE 18 resource provides that historical context. For current practical questions, see our SOC 1 Type 1 background guide.
